Introduction

Qwork Manpower Hub Sdn Bhd (QMH) is a wholly-owned subsidiary of Qwork – an outsourced manpower platform that allows employers to hire all sorts of flexi workers in more than 20 different industries.

QMH addresses the critical talent gap faced by employers, who struggle with a lack of skilled workers and high attrition. Concurrently, it empowers a new generation of workers seeking flexible careers and faster progression, often hindered by a mismatch between their skills and industry demands.

The QMH is a strategic extension to Qwork’s operation, which is set to develop and deploy accredited and certified TVET-based talent for the oil & gas, manufacturing, and construction sectors — reducing employer reliance on foreign labour and meeting Southeast Asia’s skilled workforce needs.

What We Do

The Challenge

For Employers:

  • Lack of skilled and certified workers, especially in technical fields
  • Lack of manpower planning & pipeline development, where businesses are struggling with anticipating and preparing for their workforce needs.
  • High attrition rates increase training and onboarding costs. This leads to increased training and onboarding costs as companies constantly need to replace departing workers.

For Worker:

  • Younger workers prefer flexibility and work-life balance over job security
  • Career progression is perceived as slow, and young workers seek fast-track career opportunities
  • Lack hands-on skills because educational institutions are not aligning their curricula with industry needs, leaving workers ill-equipped for the job market.

Our Solution

We address the problem through our platform, which combines structured training, certification, and job-matching.

How does it work?

  1. We will provide pre-vetted, trained and certified workers to the companies.
  2. Our tech platform tracks learning progress and ensures workers are ready for industry deployment.
  3. Workers complete the Career Fast-Track Program (CFTP) for industry readiness.
  4. Selected workers attend training at QMH to gain required skills, with progress tracked on the Qwork app.

Key Aspect For Employers:

  1. Provide pre-vetted, trained, and certified workers
  2. Continuously reskill workers, ensuring a steady supply of job-ready professionals
  3. Allow workers to rotate roles, upskill, and advance, thus increasing retention.

Key Aspect For Worker:

  1. Practical Learning: Guided sessions by industry experts within the QMH training room.
  2. Training & Certification: Industry-relevant training leading to certifications for high-demand jobs.
  3. Career Fast-Track Program (CFTP): Enhances employability through supplementary certifications, specialisation training, and real-world job experience. This program consists of:
    • Industry-Required Certifications
    • Specialization-Specific Certification
    • Real-World Work Experience
  4. Staged Progression: Workers can rotate through roles, gain experience, and earn industry-recognised certifications step by step at QMH

Why Are We Different

  1. SLDN Accreditation & SKM Certification:
    • Every QMH-trained worker is SKM-certified, providing industry-recognised credentials essential for sectors like oil & gas and other high-skill fields.

  2. Local Talent Development:
    • We focus on building a domestic workforce, reducing reliance on foreign labor, improving compliance, and supporting Malaysia’s economic resilience. We establish strategic hubs (e.g., in Pengerang and Batam) that cater to the specific technical needs of petrochemical, offshore, and advanced manufacturing industries.

  3. End-to-End Workforce Management:
    • Beyond just recruitment, Qwork integrates training, placement, payroll, and compliance onto a single platform. It also embeds fair wages and structured upskilling to foster a sustainable and loyal manpower ecosystem.

Our Revenue Model

Our revenue model is straightforward, driven by two key products from our operations:

  1. Placement Services: Supply of SLDN-accredited, SKM-certified independent contractors, trainees, and flexi-workers.
  2. Career Fast-Track Program (CFTP): Structured training, certification, and real-world experience.

These are our primary income streams.

Our Market Opportunity

For Employers

  1. Southeast Asia's HR Process Outsourcing (HRPO) market is projected to grow significantly, from USD 3.86 billion in 2024 to USD 8.1 billion by 2030, with rising demand for skilled, on-demand workers. This represents a robust compound annual growth rate (CAGR) of 13.4% from 2025 to 2030 (Source: Grand View Research).

  2. In Malaysia alone, the TVET ecosystem is valued at RM12B annually, with an estimated 6.4M workers requiring certification (Source: PWC).

  3. Sector-specific skill demand:
    • Oil & Gas: Petrochemical turnaround specialists, HSE officers, OGSP-certified manpower.
    • Construction: CIDB-certified general workers, site supervisors.
    • Manufacturing: Semi-skilled operators, machine technicians, quality controllers.
    • Aerospace: Licensed aircraft maintenance engineers, NDT specialists.

For Workers

  1. QMH targets 1% of Malaysia’s RM12B TVET manpower sector (~RM120M) by 2027.

  2. Upskilling and certification could boost Southeast Asia’s GDP by US$250B by 2030.

  3. Qwork is positioned to upskill and certify thousands through its SLDN-accredited pathways, reducing underemployment and dependence on foreign labour.

  4. Workers benefit from formal recognition of skills (SKM), safer work environments, and better job mobility across key industries.

Our Strategy

Our growth strategy focuses on expanding QMH across the region, with a specialized focus on TVET-based training to meet the demands of semi- to high-skilled manpower in key industries.

This strategy involves establishing QMHs in strategic locations, each designed to cater to specific industry needs:

  1. QMH Oil and Gas | Construction: Located in Pengerang (Malaysia) and Batam (Indonesia).
    • These hubs leverage their proximity to refineries, LNG terminals, and shipping routes to support the oil & gas and construction sectors, including the construction of data centers in Southeast Asia.

  2. QMH Manufacturing: Located in Serendah and Bayan Lepas (Malaysia).
    • These hubs tap into key industrial parks and electronics manufacturing hubs
      .
  3. QMH Aerospace: Located in Subang (Malaysia) and Bangkok (Thailand).
    • These hubs align with major airport development and aviation supply chain growth.

The overall strategy is to grow across the region with specialized TVET-based training hubs that are designed to meet the evolving demands for skilled manpower in critical industries.
